What is Absentee / Early Voting?

Any registered voter can apply for or participate in absentee / early voting. Absentee and early voting indicates the same thing which is casting a ballot prior to election day, either by requesting a ballot to be mailed or casting a ballot early in-person. Absentee Ballot applications can be submitted beginning January 1st of that election calendar year. An application must be submitted for EACH election. Vote by Mail

Early in-person voting happens at the Board of Elections Office at the Wood County Courthouse in Bowling Green. Absentee / Early Voting begins 35 days prior to an election. See Deadlines section on this page for exact dates for upcoming elections.

If you have moved or changed your name and missed the voter registration deadline you can still vote an absentee ballot by downloading the AV Provisional Application below.

An FPCA (Federal Post-Card Application) allows military members or their immediate family members to registered and request an absentee ballot with the same form. The FPCA can also be used if a military member or their family is already registered and want to apply for an absentee ballot. These applications are good for one (1) calendar year, inclusive of any eligible elections held.

Absentee / Early Voting Lists

Absentee Lists will be posted daily once early voting starts. Absentee Lists will be separated by those "regular" absentee voters (AV) and those absentee voters who are in the military here in America or those military serving overseas and those citizens who are overseas (FPCA) if mailing dates are different from those "regular" AV voters.

Each day's posting will include Labels for that day only and a cumulative list, including those voters who voted in-person.

Requests may be made for specific lists (such as: certain districts or parties) to be posted on the web site each day. Click below to be taken to the absentee list. To request a specific list to be added to the website contact Dale J David at either: or 419-354-9369.

Due to the volume of absentee requests we process we are unable to send lists or labels electronically.

Voters wanting to receive an absentee ballot by mail may request a ballot by writing the Board of Elections office using an application form. Voters are NOT required to use the form; they can apply by supplying our office with the following information:

Full Name
Wood County Address
Address where you would like the ballot sent if different than your voting address
Date of Birth
  • A copy of a current and valid photo identification, (i.e. Ohio driver’s license, state ID card, government ID). Photo identification must show name and address; or
  • The last four digits of voter’s Social Security number; or driver's license number or
  • A copy of a current utility bill (including cell phone bill), bank statement, paycheck, government check, or other government document that shows the voter’s name and current address (including from a public college or university).
  • View Ohio Secretary of State's I.D. requirements: Bring_ID
Party affiliation preference (Note: This is only needed for a Primary Election)
For which election (General, Primary or Special) you are requesting a ballot (including the election date)
A statement indicating the applicant is a qualified elector of Wood County

Mail-in absentee ballot applications must be received by the Saturday before an election at 12:00 Noon (see Deadlines on this page for specific dates).

Please print and sign your request. If more than one voter in a household requests a ballot, the request must have the signature and above information of each voter. Please include a phone number in case of error or questions.
